It's clearly a potency increase in both situations and there's no more optimal way to use your beast gauge currently. Just because he's currently highest doesn't mean he's optimal. Using upheaval + onslaught + 3 FCs + BBx2 is a potency increase during non-IR berserks over using 4 FCs, and it fits in yet another 2 BB combos. You have time for 5 full combos and a heavy swing between each berserk.
